An investigation that lists what it hasn't proved is harder to attack than one that doesn't. This is that list. When a question is answered, the answer moves to the page where it belongs and the entry here says so.
Ownership
- Who holds the equity in any Tower company. California lists managers; Florida lists members; neither lists percentages. No filing reviewed states who owns Tower Mobility, Tower EV, Tower LA, CarToo, or the Florida entities. What would settle it: operating agreements, capitalization tables, or a filed exhibit naming members and shares. Not public unless litigated. In progress
- Whether the Munoz brothers own any part of the Tzur companies, or Tzur any part of theirs. The 2023 Florida venture is the only filing that puts both sides in one entity, and it lasted four weeks; its dissolution certificate says only that the business was "no longer viable economically." What would settle it: any agreement among the 2023 members, which would be private. The public filings on both sides are now in hand.
- Daryl Hagler's role. He appears as a member of Tower WAV LLC (2022 index), a member of the 2023 Florida venture, and the first registered agent of Tower Mobility LLC. Nothing in the record says whether he invested, what he owned, or whether he is still involved. What would settle it: the original California filings for Tower WAV LLC and Tower Mobility LLC, including statements of information.
- Spectrum.ai LLC. AVMobility's Florida registration originally listed SPECTRUM.AI LLC as its member; a June 8, 2026 amendment replaced it with Andres Munoz. We have not identified what Spectrum.ai is, where it is organized, or who controls it. A website with the same name is not evidence of a connection. What would settle it: AVMobility's Wyoming articles and amendment history, and Spectrum.ai's own formation record by state and number.
Money
- Whether any Queens entity finances Tower's fleet. No UCC financing statement has been found naming a Munoz company as debtor and a Tzur or Tsour company as secured party. We have not run exhaustive debtor-name searches in the California and Florida UCC registries, and titled vehicles are often secured through title liens that never appear in a UCC index. What would settle it: debtor-exact UCC searches for Tower EV, Tower Mobility, Tower WAV, WAV Mobile, CarToo, Tower LA, Tower WAV FL, and AVMobility, in California, Florida, and Wyoming, plus any title-lien records. In progress
- The lending license. A Tower Group executive's biography says she obtained a California Financing Law license. We could not identify a licensee, number, or status in the state's public directories. The claim is attributed to her and unverified; the absence of a match is not proof no license exists. What would settle it: a DFPI or NMLS record under the exact legal name of the licensee, or a DFPI certificate of search.
- Who paid for the Rivians, and where they are. No VIN, title, lien, or shipment record. What would settle it: a UCC or title-lien filing with a collateral schedule, or a Florida vehicle registration.
CarToo
- What a CarToo contract says. Weekly rate, term, buyout, mileage, title, insurance, default and disabling terms. Not published. What would settle it: a signed agreement from a driver. We are asking.
- Who holds title to CarToo's cars, and whether any came from Tower's fleet.
- Whether Tower drivers are referred to CarToo. Nothing in the record shows a referral practice. We don't claim one.
- Christopher Bjelkstam, CarToo's second manager. Nothing else in the record.
Miami
- Any connection between the Queens businesses and the Miami address. None found. No shared officer, agent, lease, deed, lien, or vendor record links Tzur, Tsour, Tower Auto Mall, CB Livery, Tower LA, or CarToo to the Kvachuks, MKAB Holdings, OnlyVans, or 3700 NW 27th Avenue. Tower's separate connections to each side do not connect the two sides to each other.
- Whether a Tower lease, permit, or operation ever existed at 3700 NW 27th Avenue. See Tower's Miami Paper Trail.
Records we have cited but not yet retrieved in original form
- Resolved Oct 21, 2026: the original articles and dissolution for Tower WAV Florida LLC (L23000262938), and the original articles and 2024–2026 annual reports for Tower WAV FL LLC (L23000310457), are now on the 2023 filings page.
- Original California statements of information for Tower WAV LLC, WAV Mobile LLC, Tower Mobility LLC, Tower LA, LLC, and CarToo LLC (we have relied on public reproductions of the state record).
- The Tzur affidavit in Sudduth v. Winfield, as filed on NYSCEF (we have the reproduction).
- The lease agreement filed as NYSCEF document 46 in Leiba v. CB Livery Leasing.
- The January 2021 CPUC training declaration reportedly signed by Andres Munoz as "Member–COO."
- AVMobility's Wyoming formation records and the full June 8, 2026 Florida amendment image.
A note on an address discrepancy
The FMCSA carrier snapshot for Tower EV LLC (USDOT 4315890) shows a physical address of "38000 N Mission Rd," with an extra zero. Every other record uses 3800. We read it as a data-entry error in the federal record and note it here rather than silently correcting it or treating it as a second facility.
Tower, CarToo, Tower Auto Mall, and the individuals named can close any item on this page by sending us the document. We will publish it and move the item.
