Who Owns Tower? · The 2023 Florida filings

Four weeks in Sarasota

In May 2023, a Florida company put a Munoz and a Tower Auto Mall principal on the same filing. It lasted 28 days. What replaced it listed only a Munoz.

This is the only filing we have found that places the Munoz brothers' business and the Queens leasing business inside one legal entity. It is also a filing that was undone almost as soon as it was made. Both facts matter, and the record explains neither.

The first company

Documented Tower WAV Florida LLC, Florida document L23000262938, was filed May 30, 2023, with a stated effective date of May 25, so its registered existence ran a little over a month, from May 25 to the June 27 dissolution. Its principal address was 5911 Midnight Pass Road, Unit 103, Sarasota. Its registered agent was Daniel Munoz. It listed three authorized members:

WAV Mobile's address on the filing is 134 Alhambra Street, San Francisco, which Daniel Munoz also gave as his own address a month later. The entity had no federal employer ID on file.

On June 27, 2023, Daniel Munoz signed articles of dissolution. Florida asks for "a description of occurrence that resulted in the limited liability company's dissolution." The answer, in full: "Dissolution of this LLC is due to the fact that the business is no longer viable economically." Munoz was named to wind up the company's affairs, at the San Francisco address.

The second company

Documented Tower WAV FL LLC, document L23000310457, was filed on that same June 27, with an effective date of June 26, the day before the first company's dissolution was recorded. Its articles of organization give the same Sarasota address, down to the unit number, and name one person in every role: Andres Munoz as the sole authorized member, as registered agent, and as signer. No other name appears. The company carries its own FEIN (99-1421176) and has filed annual reports in 2024, 2025, and 2026, each listing Andres Munoz alone, titled "Managing Member" on the latest. It is active. Its May 2026 report changed the registered agent to a commercial filing service in Fort Lauderdale, which is an administrative update, not evidence the business moved.

What that sequence does and doesn't establish

The overlapping dates, the shared address, and the near-identical name strongly suggest a planned corporate transition: one company wound down and another, with a different set of names, was formed in its place. The dissolution certificate adds that the company's own stated reason was economic: the business, as constituted with three members, was "no longer viable." We say that much. We do not say that anything legally passed from the first company to the second, because no asset assignment, operating agreement, or other instrument is in the record, and without one nothing is shown to have been handed over. And we do not say what the transition meant for the people involved, because the public record doesn't. A Florida LLC summary is not a capitalization table. The disappearance of Tsour's and Hagler's names from the public listing shows a change in who was publicly listed. It does not show a buyout, a falling-out, an asset transfer, or that either man gave up an economic interest. It is equally consistent with a corrected filing, a changed plan, or a restructuring whose terms live in a private agreement.

We hold the originals on both sides: the articles and dissolution for L23000262938, and the articles and three annual reports for L23000310457, all linked below. What the public record cannot supply is any agreement among the 2023 members about what happened to the venture, which would be private.

Why it matters anyway

Because it dates the relationship. Until this filing surfaced, the earliest documented link between the Munoz operation and the Queens business was CarToo's formation at Mission Road in June 2025. This moves it back two years, to a moment when the two sides were willing to put their names on one piece of paper. Whatever the arrangement became, it did not begin with a car-rental company appearing on a Los Angeles lot. It began with a joint company in Florida.

It also shows which side the Florida idea belonged to. Every later Florida filing, Tower WAV LLC's 2025 registration, Tower EV in April 2026, AVMobility in May 2026, lists only a Munoz. Whether that is because the Queens side withdrew, or because its interest moved somewhere the public filings don't reach, is on the unknowns page.
