Tower's Miami paper trail

What Florida corporate filings, property records, federal carrier data, and the company's own recruiting pages show about the Miami expansion, and what they don't.

Research cutoff October 21, 2026 · Documented public records · Employee-reported where marked

As of October 21, 2026, Tower's recruiting arm is advertising three jobs, all in Miami, and asking applicants one question in particular: "Are you able to commute to our location in 3700 NW 27th Ave, Miami, FL 33142?" This article is about that address, the companies that registered to use it, and the gap between a recruiting page and an operating fleet.

The short version: the public record establishes a Miami-facing corporate and recruitment effort by Tower and its sister brand AVMobility. It does not establish a lease, an operating depot, a vehicle count, or a launch date. The address itself belongs to a long-running auto-sales and transportation business network that was marketing the property for lease during the same weeks Tower registered in Florida. What arrangement, if any, joined the two is not in any record we could find. The absence of a record is not evidence that nothing happened, and this article does not claim a failed launch, an illegal operation, or an undisclosed partnership.

Why we looked

Employee-reported At the end of June 2026, a Tower supervisor in Los Angeles told one of our contributors that Rivian vehicles had been moved to Miami and that the operation there was already underway. The contributor did not see the vehicles in Miami or inspect a depot, and the account has not been independently verified. A question about the Rivians, put to Tower's leadership in writing in September, received no answer. So we turned to what could be checked without the company's cooperation: Florida filings, advertised hiring locations, the real estate at those addresses, and the businesses already using it.

What Tower and AVMobility are advertising

Documented The strongest evidence tying the company to Miami is its own recruiting. The AVMobility careers portal lists three open positions as of this writing, every one in Miami: Electric Vehicle Fleet Driver, Operations Coordinator, and Car Wash Attendant. The driver application names the 3700 NW 27th Ave address in a required commute question, describes the job as W-2, says the company provides the vehicle and covers insurance, and identifies the platform as Lyft, calling AVMobility a "trusted premium partner for Lyft."

The posting also states the pay: "$14/hour base pay plus tips averaging $3–$8/hour," and "Our most committed drivers are making up to $22/hour." Read that against the Los Angeles pay record: a $25-an-hour headline in one city, an $18.50 base on every stub in that city, and a $14 base with a $22 ceiling in the next. By the company's own numbers, the most committed Miami driver tops out $3 below the headline.

The coordinator and car-wash roles matter because they are infrastructure jobs. A gig driver signs up on an app and drives their own car. A W-2 fleet needs onboarding, dispatch, cleaning, charging, and maintenance, and usually a place to do it. Recruiting for those roles is a signal of intent. A web page that stays up is not proof that the positions are filled, that the address is in use, or that the plan is on schedule; the careers portal and the main AVMobility site have shown different numbers of openings at different times. We can't resolve that from the advertisement alone.

Two Florida registrations in four weeks

Documented Tower EV LLC registered as a foreign limited liability company in Florida on April 23, 2026, document number M26000006523, with Daniel Munoz listed as manager at 3800 N. Mission Road, Los Angeles. The filing carries federal employer ID 99-0748076. That is the same FEIN printed on every Tower EV pay stub in our Los Angeles record. The Florida entity is the company that pays its LA drivers, not an affiliate.

AVMOBILITY.AI LLC registered on May 18, 2026, document number M26000008049, listing Andres Munoz as a member, with an amendment filed June 8, 2026. We have not reviewed the amendment's contents and make no claim about them.

Both registrations use a registered-agent address in St. Petersburg, not the Miami lot. Registering to do business in Florida is a prerequisite for many things. It is not a lease, a permit, insurance, or a working fleet.

The property

Documented 3700 NW 27th Avenue is a real automotive property in Miami's Allapattah area, folio 30-3121-011-0010, about 1.22 acres, built in 1934. It is often marketed together with the adjoining 3750 parcel, and figures for the combined package should not be attributed to 3700 alone.

On May 11, 2026, MLS listing A12016906 offered the combined 3700/3750 property for $44,000 a month: an auto and boat dealership with repair and body-shop facilities on nearly two acres, with a target availability of July 1, 2026. The listing described the existing operation as licensed for automotive work. That is a statement about the property's current operator, not evidence that Tower held any license.

The timing lines up: Tower registered April 23, the property hit the market May 11, AVMobility registered May 18. Those events could be related. They could also be independent. And the property had been on the market before: a LoopNet listing from October 2024 offered 3700 alone as an 18-bay mechanic facility, and the listing history shows repeated activations and price changes since. The site did not suddenly come up for lease because Tower left; it was for lease before Tower arrived in Florida.

Who was already there

Documented The property has belonged to MKAB Holdings, Inc. since a recorded sale in February 2001. Florida records list Mike Kvachuk as registered agent and officer and Marat Kvachuk as treasurer. Concept Auto, Inc., formed in 1995, operates a used-car business at the address; its BBB profile lists Mike Kvachuk as owner.

The family's connection to transportation runs deeper than car sales. Phantom Coach Limousine, Inc., incorporated in November 2005 with the Kvachuks as officers, still appears in the federal motor-carrier database at 3700 NW 27th Ave, USDOT 1432752, as an intrastate passenger carrier with two vehicles and four drivers. Its last filing was in 2005 and the corporation was dissolved in 2009, so this is history, not a current operation.

The recent history is more pointed. OnlyVans Miami LLC was formed on March 20, 2026, at 3700 NW 27th Ave, with Marat Kvachuk as registered agent and Mike Kvachuk as manager, a month before Tower's Florida filing. Its website rents Sprinter cargo vans, with or without a driver, and lists the phone number 305-403-2222. That same number appears as an additional contact on Concept Auto's BBB profile. And Complete Care Collective LLC was formed June 9, 2026 at the same address, with Victoria Kvachuk as registered agent.

So the address Tower's applicants were told to report to was, through the whole of 2026, the working base of a family automotive and transportation network. That is a plausible reason to pick it: a fleet company launching in a new city might want a landlord who already understands vehicles and drivers. It is not evidence of what arrangement, if any, was reached. Tower could have sought a lease, temporary parking, contracted maintenance, or nothing beyond a conversation. None of the records we reviewed say which.

CarToo

One more company sits in this picture, in Los Angeles rather than Miami. CarToo LLC, a rent-to-own car business for rideshare drivers, operates from Tower's Mission Road address and shares a manager and registered agent with Tower LA, LLC; both trace to a car dealer in Queens, New York. Nothing in the records connects CarToo to the Miami address or the Rivians. The corporate structure is its own story: Who Owns Tower?

What the records don't tell you

We found no publicly indexed Certificate of Use, Business Tax Receipt, charger installation, electrical upgrade, or enforcement record naming Tower or AVMobility at 3700 NW 27th Ave. We found no Florida vehicle registrations, titles, or dated photographs placing a Tower fleet there. The one regulatory case at the property, in 2023, predates Tower's Florida registration by years and names the landlord. A Notice of Commencement recorded in May 2025 appears in the title history; we have not seen the underlying document and do not know what work it covered.

Each of those is a description of what a search returned, not an official certification that no record exists. Leases are private. Insurance policies are not in a public registry. A company can use part of a facility under another name, or name a prospective address before terms are settled, or move, without any of it showing up in a corporate index. The records reviewed here are consistent with several different stories, from a planned location that never opened to a modest operation with a thin paper footprint, and they do not choose among them.

The defensible conclusion

3700 NW 27th Avenue connects two clusters of verifiable fact. On one side: Tower EV, AVMobility, the Munoz brothers, and a recruiting page that still tells applicants to report there. On the other: MKAB Holdings, the Kvachuks, Concept Auto, Phantom Coach, OnlyVans, and a property marketed for automotive use in the same spring. The overlap in place, time, and line of business is real. The arrangement joining the two, if one was ever signed, is not in the public record, and neither is the fate of the Miami fleet.

What the record does establish is narrower and still worth knowing. Tower built a Florida corporate structure in the spring of 2026, began hiring for a Miami depot at a specific address, and advertised Miami drivers a $14 base rate with a $22 ceiling. Then its LA employees were told the new vehicles had gone there. Whether the Rivians ever carried a passenger in Florida, Tower knows and has not said. It can answer in one sentence, and we will print it.
