Who Owns Tower? · CarToo

The rent-to-own company on Tower's lot

What CarToo advertises, what it doesn't publish, who manages it, and what we are asking drivers to send us.

CarToo is the second business model at 3800 N. Mission Road. Tower EV hires a driver as a W-2 employee and owns the car. CarToo rents the driver a car by the week and lets them drive it as a gig contractor. The two models serve the same pool of drivers from the same address, and only one of them puts the car's risk on the company.

What it advertises

Documented CarToo LA calls itself "Los Angeles' first rent-to-own program for rideshare drivers." It markets to drivers on Uber, Lyft, Uber Eats, DoorDash, and Grubhub. To qualify, an applicant needs a California license, an active gig account, and full-time driving earning $700 or more a week. It promises no credit check, insurance included, same-day approval, "one affordable weekly payment," and a path to owning the car outright. Its launch post is dated September 15, 2025, the month of the Munoz brothers' Rideshare Guy interview. In October 2025 it promoted a 2026 Tesla Model Y, a 2025 Kia EV9, and a 2025 Kia EV6, the same models Tower lists for its own fleet.

The launch post also says CarToo has served professional drivers for more than 30 years. CarToo LLC was formed in June 2025. We attribute the claim to CarToo; the record documents a 2006 incorporation for Tower Auto Mall in Queens.

What it doesn't publish

Anywhere on the site: the weekly payment, the length of the term, the buyout price, the mileage limit, who holds title, what happens on a missed payment, or whether the car can be disabled remotely. CarToo's terms of service name no legal entity, say each rental is governed by a separate agreement, and choose New York law to govern a Los Angeles rental business. The help link's email opens with the subject line "Tower Text Messages."

Who manages it

Documented CarToo LLC (California B20250172625) was formed June 19, 2025, at 3800 N. Mission Road, with managers Ariel Tzur and Christopher Bjelkstam and registered agent Halbert Rasmussen. Tzur's address on the filing is 3110 Queens Boulevard, Long Island City, the address of Tower Auto Mall, of which he is president. A Los Angeles County fictitious business name statement (file 2025141665, July 11, 2025) registers "CARTOO" to CarToo LLC, signed by Tzur as manager. Tower LA, LLC, formed four months earlier at the same address with the same manager and agent, describes its business the same way: automobile licensing and rental.

Employee-reported Current and former Tower employees say CarToo vehicles are kept on Tower's Mission Road lot.

What the records don't show

Who owns CarToo. Who holds title to its cars, and whether any came from Tower's fleet. Whether a Tower driver who leaves or is cut is referred to CarToo; nothing in the record shows a referral practice, and we don't claim one. Whether the two businesses share revenue, or which one carries the financing risk on a given car. And what a CarToo contract actually says. The parent business's terms were reported in 2017; CarToo's have not been published.

If you have rented from CarToo

We want to see the agreement. Specifically: the weekly amount, the term, the buyout, the mileage cap, who is named as owner or lessor, the insurance terms, and the default and repossession language. Black out your name, license number, and VIN if you prefer; we will redact anything you miss, store the original offline, and publish only the terms. We will not name you without written consent.
