Before the brothers were on the filings

The company that now runs 300 Teslas in Los Angeles and recruits for Miami began as a wheelchair-accessible vehicle operator working for Uber. That history matters for the ownership question because it rules out one story: that the Munoz brothers first entered an established Tower business in 2023. They were operating Tower before any of the filings that connect them to Queens. It does not rule out a 2023 change in who owned what, including a buyout of another participant's interest; the record is silent on that.

The Uber contract, October 2020

Documented Uber is required to report to the California Public Utilities Commission on its wheelchair-accessible service. In Advice Letter No. 6, filed November 20, 2020, Uber explained that its prior Bay Area WAV partner, MV Transportation, had suspended service in September 2020, citing costs and driver retention. Uber reported that it had selected Tower WAV LLC as the replacement and signed an agreement on October 16, 2020. Tower was to hire and train its own drivers and own and maintain its own fleet of accessible vehicles.

In Advice Letter No. 8, dated January 15, 2021, Uber reported that Tower's Bay Area service had launched on December 14, 2020, with continued driver onboarding and fleet expansion planned for the first quarter of 2021.

These are Uber's statements to a regulator, contemporaneous and on the record. They document a signed contract and a live service. They say nothing about how Tower paid for its vehicles or where its capital came from.

The company behind the contract

Documented Tower WAV LLC was formed in California on July 17, 2020 (filing 202020210002), three months before the Uber agreement. A 2022 index of the California record lists Daryl Hagler as a member. WAV Mobile LLC, a second Munoz-associated company, was formed eleven days later, on July 28, 2020. A separate CPUC training declaration from January 2021 reportedly carries Andres Munoz's signature as "Member–COO" of Tower WAV; the signed page has not yet been retrieved and is listed as in progress. Tower WAV also has a federal footprint. The FMCSA licensing register for December 16, 2022 shows an operating-authority proceeding for Tower WAV LLC under MC-1501565, then at an Arlington, Virginia address; later carrier records tie the same docket to USDOT 3996221 at 3800 N. Mission Road and name Andres and Daniel Munoz among the company's officials. A National Provider Identifier record lists Tower WAV LLC as a non-emergency medical transportation provider, enumerated September 21, 2023, with Daniel Munoz as authorized official. None of these records state fleet size or ownership; the vehicle counts in third-party carrier snapshots are self-reported and unaudited.

Why the sequence matters

Put the dates together. Tower WAV LLC is formed in July 2020 and running Uber's Bay Area accessible service by December. Daryl Hagler is a member of that company by 2022. In May 2023, Hagler, WAV Mobile, and Tower Auto Mall's CEO are the members of a short-lived Florida venture with Daniel Munoz as its agent. In 2024, Tower Mobility LLC is formed in Los Angeles with Hagler as its first registered agent, replaced by Andres Munoz that August. In 2025, the Queens business's president appears as manager of two companies at Tower's Los Angeles address.

So the Munoz brothers were operating the business first, and the Queens connection is documented later. What the record cannot tell us is whether that connection was a lender, a partner, or an owner from the start, whether any interest changed hands in 2023, or whether Hagler, who appears at the creation of three separate Tower entities over four years, held equity in any of them. A registered agent is not an owner. A member is a member, and the percentage is not public. Those questions are on the unknowns page.
